In my opinion this is a horrible policy to go to people's houses to "search their kid's bedrooms". This would be like having your neighbor come up to the door and ask if they can search your child's room for guns. The police say that they are not going to prosecute. Police officers can legally lie to you.
Yes, the parent (if they know their rights and are not intimidated by police that are allowed to lie to you) can deny a search. However, this is a waste of tax dollars and borderlines illegal.
