George Malcolm (1917-1997) was an eminent British harpsichordist and conductor. This 1954 piece (written I think for piano, as it has dynamic markings) is an arrangement of the well-known British tune 'The Sailor's Hornpipe' somewhat in the style of the first movement of the Bach 'Italian Concerto' (or so it seems to me. This is a taxing piece. like many of Bach's own up-tempo keyboard pieces, and in turning a page I missed out a turn on one note - but hope that is a minor flaw!
