12. it's not illegal because this part of the highway is not designated a motorway it is part of the waikato expressway. The motorway ends quite sometime before this point on the Auckland side of the bombay hills
13. It certainly is not legal. The highway code for motorways stipulates a pedal bike may not be used on motorways, making pedal bikes illegal, but nowhere does it say skateboards can be used there for they are not legal - or illegal...
