It was all done by George Lucas's Industrial Lights and Magic and Dream Works as a collaborative effort to accurately animate as realistically as possible water and movement, which in the CGI world is apparently a very computationally demanding and difficult task to realistically accomplish, but which was obviously done here. Even the ships and sailors are all CGI. Nothing is real. Amazing, no?

18. probably from the shore, a nearby lighthouse. the focal length is massive in that shot so the cameraman is really far away. it's also pretty obvious that a coast guard helicopter or so would be following a ship in such a massive storm. the waves aren't too big to be cgi, it's just crazy to think who in their right mind would dare to travel in such a weather.
